Chemical Risk and Mitigation Programme
Abstract
Within the framework of its Global Counter-Terrorism Strategy, INTERPOL launched the Chemical Risk Identification & Mitigation Programme (CRIMP) in 2015 to strengthen the ability of law enforcement to detect, deter and disrupt-non state actor threat to the highest risk weaponizable chemicals. CRIMP brings together government, law enforcement, academia and chemical industry partners within INTERPOL member countries to assess national and regional chemical threats. This multi-agency cooperation provides an invaluable platform for to share knowledge, experience and identify solutions that facilitate the development and establishment of national chemical countermeasures programmes. INTERPOL is proposing to launch the implementation of CRIMP to support beneficiaries in Southeast Asia (Indonesia, Malaysia & the Philippines) and Iraq, in close collaboration and supported by the U.S. Defense Threat Reduction Agency. The project would be implemented under the umbrella of INTERPOL’s Chemical and Explosives Terrorism Prevention (CHEMEX) Programme). Project roll out would occur over a five-year period following a five-step implementation framework: Needs and Capability Assessment (Phase I), Curriculum Training Development (Phase II), Implementation of Training Curriculum (Phase III), Monitoring and Evaluation (Phase IV), and Sustainability and Long-term Absorption (Phase V).
