Abstract
Harford County, Maryland is the home to Aberdeen Proving Ground (APG), the premier research and development Army Base, charged with creating cutting edge technology, However, the schools in close proximity to APG have limited access to technology. Harford County Public Schools seeks funding to create a digital conversion in English, Language Arts classrooms in five military-connected schools. The project will target Aberdeen Middle and High Schools, and three elementary schools for a digital conversion that will provide professional development for teachers and integrate a blended learning model with the goal of improving student academic achievement as measured by the PARCC assessment.
