PPS Dual Language Immersion Program

Abstract

Portsmouth Public Schools is dedicated to providing equity opportunities. As we look towards opening a DLI program in the fall of 2024, we anticipate serving 24 students in a one way DLI kindergarten class at Churchland Primary and Intermediate. This program will expand yearly through elementary, middle, and high school, thus expanding the partner language (currently Spanish) across the district. This DoDEA grant would foster the expansion of the program. Installation of this DLI program is expected to strengthen the educational experience of native English speaking students by teaching them another language, while also providing educational equity to English Learners (ELs) by developing their primary language skills to support their English language (Virginia Department of Education, 2020). Students at all PPS elementary schools will have the opportunity to apply to the program through a lottery system. Students will be transported to and from their home address to the closest designated DLI school. This program will support biliteracy/bilingualism, high academic achievement in both languages, and socio cultural competence.
