Literacy Is A Fundamental Right

Abstract

Yelm Community Schools (YCS) serves families stationed at Joint Base Lewis McChord (JBLM). Many military connected students confront reading difficulties due to frequent mobility and deployments; military connected students’ high resilience and adaptability can mask their need for reading intervention. In addition, JBLM houses the Exceptional Family Member Program (EFMP), which provides support for the families of service members with disabilities or exceptionalities that require medical, educational, or other ongoing supports. As a result, YCS serves a disproportionate number of military connected students in programs like special education; many of these students require additional support and specialized instruction to become proficient readers. The proposed project aims to fortify literacy assessment systems, core instruction in primary grades, and tiered interventions in grades 3 to 12 to support military connected students in acquiring essential literacy skills. Data analysis reveals a significant portion of students reading below grade level, emphasizing the urgency to address foundational literacy gaps. Goals include universal prevention, urgent intervention, and emergency remediation strategies tailored to different grade levels, aiming to ensure all military connected students achieve reading proficiency. The project seeks to equip educators with the necessary tools and training to effectively address literacy challenges, thereby enhancing educational outcomes and opportunities for military connected students.
