Randolph AFB (JLUS)

Abstract

In June, 2011, the Air Force nominated Joint Base San Antonio (JBSA) - Randolph Air Force Base (AFB) as a candidate for a Joint Land Use Study (JLUS). The JLUS is a cooperative, community-driven planning process to promote compatible civilian development in support of military readiness and defense capabilities, while also supporting continued community economic development and public health, safety, and general welfare. Bexar County is the study sponsor, in partnership with the Cities of: Converse; Garden Ridge; Live Oak; San Antonio; Selma; Schertz; Cibolo; Seguin; Universal City; Guadalupe County and Randolph AFB. The installation, located in northeastern Bexar County, Texas, situated outside the San Antonio city limit, is home to the 12th Flying Training Wing (FTW) and comprised of more than 2,894 contiguous acres of land with two parallel runways. The primary mission is to provide flying training to student and instructor pilots. Community development issues include 1) incompatible residential development within the noise contours and Accident Potential Zones; 2) lack of building codes to ensure noise level reduction measures in high noise areas; 3) limited regulations restricting height obstructions that could impact military air operations. Project deliverables will include Data Collection – Planning Area and Military Installation; Public Participation, Education, and Outreach; Data Compilation – Establishing Base Conditions; Current and Future Assessment; Implementation Plan; Integrated Communications Plan; and Draft and Final Report Preparation. In July, 2014, recent proposed development encroachment into the study area required a more comprehensive analysis than what was identified in the previous scope of work. The additional work will include as part of the deliverables: Small Area Studies: Specifically-identified Encroachment Factors. The additional work required additional time and a budget adjustment to the original agreement to address the results of the Small Area Studies and the additional Strategies derived from the Small Area Study into the final JLUS report.
