Ventura County NB (JLUS)

Abstract

The Navy nominated Naval Base (NB) Ventura County as a candidate for a Joint Land Use Study (JLUS) program in FY 2011. The JLUS is a cooperative, community-driven planning process to promote compatible civilian development in support of military readiness and defense capabilities, while also supporting continued community economic development and public health, safety, and general welfare. NB Ventura County encompasses four facilities under a single command (Point Mugu, Port Hueneme, San Nicolas Island, and the Sea Test Range), located in western Ventura County along the Pacific Ocean. The JLUS provides Ventura County, the study sponsor (grantee) along with the cities of Oxnard, Camarillo, and Port Hueneme, and Oxnard Harbor District the opportunity to promote civilian development that is compatible with operational missions at NB Ventura County. The JLUS was completed in September 2015 and included 136 strategies to address 82 compatibility issues, across 25 compatibility factors. The report identifies "common" strategies that apply across the entire study area and strategies that apply to individual installations. The Point Mugu Military Compatibility Area (MCA) includes four sub-zones: Bird/Wildlife Strike Hazards, Safety, Noise, and Airfield Imaginary Surfaces. The Point Mugu Sea Range MCA focuses on guidance on compatibility with commercial shipping activities, vertical heights, and renewable energy development. The Port Hueneme MCA applies strategies such as the Force Protection Unobstructed Clear Zone and a 500-foot clearance zone for mobilization corridors connecting to Highway 101 and Highway 1, and also landscaping barriers, vertical height limits, and a roadway safety area.
