Regional DMAP (DIA)
Abstract
Relative to the sources and allocation of funds, there are two significant issues that have become apparent to the project partners that must be addressed if the DMAP program is to achieve the level of success it seeks. First is the funding level which can be allocated to a company or community. The current maximum level is set at $25,000 in DMAP funds (plus cost share by the firm). Each of the partners have experienced situations when this level is insufficient to meet the needs of their clients: when companies have need for a larger project; when a series of projects is required to accomplish the goal of diversification into new sectors or markets; or when a firm seeks to commercialize multiple technologies as part of a diversification strategy. There are a number of variables present when determining the funding needed to assist defense contractors, such as: the size of the company (employees and revenue); geographic location (urban, suburban, and rural); the nature of the projects themselves; and the potential for successful outcomes Gob retention, job creation, stability of the enterprise). Some clients who have declined to further participate in DMAP have indicated they would be interested under a higher funding cap. In order to stabilize and diversify the defense industry in the tri-state area, DMAP has determined that the cap for projects per client should be raised to a maximum of $100,000 and is requesting approval for this modification. The actual amount that is allocated will be established on a case by case, client by client basis, based upon the number of projects and the known costs of each project type. When the cumulative cost of a project (or projects) exceeds $25,000 for one client, the DMAP program will set and apply conditions/milestones or achievement requirements (market analysis, product prototype development, manufacturability) under which each of the funding allotments for the next phase will be released upon satisfactory completion of the prior phase
