Stones Ranch Mil Res (JLUS)
Abstract
Stones Ranch Military Reservation (SRMR), including Camp Niantic, is located with the Towns of East Lyme, Old Lyme and Lyme, Connecticut. SRMR is owned by the State of Connecticut and is the primary training site for the Connecticut Army National Guard (CTARNG). The installation is a 1,867-acre multi-use tactical training area comprised of bivouac areas, a live-fire demolition range, three rotary-wing landing zones, a company-sized Tactical Training Base, an urban warfare facility, a ground maintenance facility, and a 2,200 foot airstrip. SRMR supports the Federal mission by hosting various Reserve units, and training for active duty units. Camp Niantic, an 82-acre cantonment and training area, is located in the Town of East Lyme. CTARNG has expressed concerns over “residential encroachment” around and within proximity to its training site at SRMR. Training noise is a concern to those living around the entire site, but particularly for those living in new residential development along the eastern boundary. Growth along the eastern boundary has increased the potential for accidents from military convoy operations through local neighborhoods. Potential residential development along the southwest corner of the site is also a major concern. The JLUS is intended to increase public awareness of the military missions and contribution to the regional economy, and to protect and preserve military readiness while supporting continued community economic development. The JLUS will be based upon current land use situations and constraints and will include recommendations for policies and implementation measures to mitigate and minimize incompatible land uses.
