Walter Reed AMC

Abstract

The Walter Reed Local Redevelopment Authority (“LRA”) is requesting continuation of technical and financial assistance to redevelop approximately 66.57 acres of property at the Walter Reed Army Medical Center (“WRAMC”) deemed surplus by the Department of Defense. The District of Columbia as the LRA and the Office of Economic Adjustment (“OEA”) have entered into three previous grant agreements since 2009 totaling $5,277,352 in Federal funding. The LRA now requests a fourth grant primarily due to unavoidable delays as a result of ongoing Economic Development Conveyance negotiations between the LRA, US Army and the selected master developer team; stalled Army/Department of State (DOS) negotiations significantly impacting the LRA parcel; and unexpected complications caused by Children’s National Medical Center’s effort to acquire Department of State property via Congressional direct transfer. Furthermore, due to 2015 political landscape changes in the District with a new Mayor and a new Ward 4 Councilmember, the LRA requires OEA support to continue its redevelopment efforts toward ultimate conveyance of the LRA site from the Army.
