Abstract

The New Mexico Economic Development Department (NMEDD) is seeking Economic Adjustment Assistance under CFDA 12.617 to enhance its capacity to assist in-state communities, businesses, and workers that may be affected by reductions in Department of Defense (DOD) spending. The NMEDD is an administrative agency of state government. Its staff of 50 employees works to enhance and leverage a competitive environment to create jobs, develop the tax base, and provide incentives for business development. It oversees the state’s nationally recognized jobs training incentive program, access to capital programs, business advocacy, and international trade activities. The proposed project supports the NMEDD’s mission by creating for the first time a full understanding of the potential vulnerability of the state’s defense industry to reductions in defense spending. The resulting studies and pilot demonstration will in turn serve as a foundation upon which the NMEDD can stimulate statewide cooperative efforts to develop and implement community adjustment and diversification strategies. With a large defense industry sector, four military installations, three national laboratories, and three research universities, New Mexico has for decades been a willing and effective partner in preserving the security of the nation in peace and war. It has provided a solid foundation for current and future mission capabilities. But with this significant focus comes risk. As future reductions or cancellations in defense spending occur, New Mexico could be negatively impacted in terms of lost jobs and economic vitality, and critical DOD suppliers may be lost. To better understand and mitigate this risk, the NMEDD is proposing to complete a defense supply chain mapping study to identify workforce, technology, and product vulnerabilities in New Mexico and a pilot study to develop an adjustment and diversification strategy that can be implemented throughout the state. These studies will serve as a foundation upon which the NMEDD can stimulate statewide cooperative efforts to reduce the exposure of New Mexico’s defense companies to cuts in defense spending.
