Camp Roberts MTC (JLUS)

Abstract

The California Army National Guard operates Camp Roberts, a 42,784 acre facility serving both Federal and State missions. The Army nominated Camp Roberts as a candidate for the Joint Land Use Study (JLUS) program in an effort to encourage long?range, cooperative land use planning with the local community. The Army has concerns about continued development around Camp Roberts that may impair the operational utility of the installation, including helicopter and UAV overflights, as well as public exposure to noise and vibration from training activities. San Luis Obispo County served as the JLUS sponsor. The JLUS, completed in June, 2013, includes approximately 100 recommendations that include reference to interagency coordination, infrastructure, and water availability and quality, and suggest the installation and surrounding community could benefit from a cooperative regional wastewater management planning effort. In response, San Luis Obispo County has proposed a coordinated regional wastewater management planning effort, engaging the potential partners of Camp Roberts, Heritage Ranch Community Services District and San Miguel Community Services District. The Office of Economic Adjustment is currently providing planning assistance to San Luis Obispo County to explore these concepts through a preliminary feasibility analysis to determine if a complete regional wastewater treatment facility feasibility study should be developed to promote compatible community development.
