Riverbank AAP

Abstract

The City of Riverbank, as the Local Redevelopment Authority recognized to carry out the 2008 RBAAP Base Reuse Plan, seeks OEA financial assistance for staff, LRA operational expenses, and contractual support for the period from July 1, 2015 - June 30, 2016. Goals and objectives for the period include: 1) Finalize and execute the key conveyance documents including Memorandum of Agreement to the Economic Development Conveyance, deeds and bills of sale; 2) Execute a second Environmental Services Cooperative Agreement that continues the cleanup of PCBs in interior, occupied spaces, soil and the storm water system, including consultation with regulatory agencies, development of the scope of work (technical specific action and requirements statement, or TSRS), and cost estimates, with Army grants concurrence; and, 3) Identify avenues to provide capital for planned improvements associated with the Galbestos removal, including encapsulation of the superstructure and replacement of the siding and roofs contaminated by PCBs on the identified buildings.
