Fort Monmouth

Abstract

The Fort Monmouth Economic Redevelopment Authority (FMERA) is charged with the implementation of the reuse and redevelopment plan for the former Fort Monmouth that closed in September 2011 as a result of the 2005 Base Realignment and Closure (BRAC) Law. Grant funds will support FMERA’s continued coordination with the U.S. Department of the Army in order to finalize the second phase of the Economic Development Conveyance (EDC) on the remaining acres to be conveyed to the community for reuse. Other activities to occur during the grant period include the following: (1) Continued advancement of redevelopment efforts for Phase 1 and Phase 2 EDC parcels through the Request for Offers to Purchase process; (2) Meeting the homeless fund obligations as outlined in the Homeless Assistance Submission and in accordance with legally binding agreements with homeless providers: (3) Integrating formerly Army-owned infrastructure systems into publicly owned utility systems to the extent possible, and abandoning/replacing obsolete Army infrastructure systems that no longer are safe or meet state and municipal codes; (4) Development of concept plans for a technology initiative that leverages the Fort’s proximity to transit, access to technology savvy entrepreneurs, and other distinctive features of the property; (5) Obtaining small business to support FMERA’s mission and the successful redevelopment of the former military installation; and (6) demolishing or managing the demolition of 3.5 million square feet of Army buildings that are not reusable or marketable.
