Fort Hood (JLUS)

Abstract

The City of Killeen is serving as the sponsor for the Fort Hood Joint Land Use Study (JLUS), in partnership with the Cities of Harker Heights, Copperas Cove, Gatesville, Temple, and Belton, the Central Texas Council of Government and the Heart of Texas Defense Alliance (HOTDA). The JLUS represents a community-driven planning process among Fort Hood and the surrounding communities to: Promote compatible civilian development in support of military readiness and defense capabilities; Protect public health, safety, welfare, quality of life; Promote the economic viability of the communities; and Foster continued communication among Fort Hood and the surrounding communities to address compatibility issues. The study area will include a 10-mile primary radius around the installation. The JLUS planning process will benefit both the military installation and its supporting communities by identifying areas where future land use conflicts might occur, and where mitigation strategies, ordinances, and future planning can be employed to counter possible incompatible civilian development. Compatibility challenges include development near the eastern and western installation boundaries and Killeen-Fort Hood Regional Airport (K-FHRA); and light and glare from adjacent civilian development that may impact night time training. JLUS project deliverables will include the JLUS Final Report and Implementation Plan, Public Participation Plan, and JLUS Project Overview for public distribution.
