Fort William Harrison (JLUS)

Abstract

In 2011, the Army nominated Fort William Harrison, and the associated Limestone Hills Training Area, as a candidate for the Joint Land Use Study (JLUS) program. The JLUS is a cooperative, community-driven planning process to promote compatible civilian development in support of military readiness and defense capabilities, while also supporting continued community economic development and public health, safety, and general welfare. As the study sponsor, Lewis and Clark County, Montana in partnership with the City of Helena, City of Townsend, Broadwater County and the Montana Army National Guard, completed the JLUS in December 2014. Lewis and Clark County and its partners now are carrying out some key recommended strategies from the JLUS to address compatibility concerns, and have identified the following strategies to pursue as a top priority: 1) Create a Military Affected Area Overlay District with Military Affected Areas in both Lewis and Clark and Broadwater Counties; 2) Develop Growth Policy language that incorporates the importance of the installations; 3) Develop Model Dark Skies Ordinances for all jurisdictions; 4) Create Military Mission Compatibility Maps; and 5) Conduct a Traffic Analysis for the area around Fort Harrison to identify solutions to traffic congestion and safety issues potentially impacting the military mission.
