White Sands/Holloman/Fort Bliss (JLUS)

Abstract

Implementation funding will be used to carry out the “top priority” recommendations outlined in the Joint Land Use Study (JLUS) report completed in February 2015. The importance of addressing compatibility issues in such a large study area; 27,000 square miles (including airspace), 6 Counties, 3 municipalities, 2 States, and 3 military installations, is necessary to protect both civilian development and military missions. The JLUS has been a collaborative process which the public, city, county, state and federal agencies, tribal governments, and the three military installations committed to and which a majority of participating agencies have committed to implementing the top recommendations and strategies in the JLUS. The JLUS Technical Committee (TC) with approval from the Policy Committee (PC) identified which of the compatibility strategies require the most attention and determined that the following six strategies are critical: Airspace Safety and Management: Communication and Coordination; Energy Infrastructure Management; Local Government Plans; Land Use; Noise Management/Avoidance. This request endeavors to provide technical assistance both from staff support and consulting services, to communities wishing to address compatibility issues through the development of studies, policies, and regulations. To accomplish this, there are 16 Actions in the SOW that require some level of support from the Office of Economic Adjustment in addition to the JLUSIC and staff.
