Abstract

The Pikes Peak Area Council of Governments is serving as the Joint Land Use Study (JLUS) project sponsor in partnership with the surrounding local governments, State of Colorado, business community, and the three installations. Urban development in the Colorado Springs region poses challenges to military operations, to include the lack of adequate, reliable regional water supplies within the Colorado River Basin; lack of effective regional stormwater management across local government boundaries; siting of renewable energy development that may create flight avoidance areas, altitude restrictions, and radar interference; increased risk of wildland fires due to urbanization into forest lands and regional drought conditions; civilian development near military airfield operations; increased congestion of regional airspace for military and civilian uses; and competition for the electromagnetic spectrum. The proposed 24-month JLUS project will include the following deliverables: a Public Participation Plan and Outreach Initiative, GIS Data Maps; Existing Conditions/Conflict Identification Memos; Draft and Final JLUS document; and an Implementation Strategy to carry out the JLUS recommendations. All printed documents and statements of actions for implementation will be distributed throughout the region and placed on the Pikes Peak Area Council of Governments website.
