Keesler AFB (JLUS)
Abstract
The City of Biloxi, Mississippi is serving as the Joint Land Use Study (JLUS) project sponsor in partnership with the City of D’Iberville and Harrison County. The Gulf Regional Planning Commission, an instrumentality of local governments, created in 1962 under Mississippi Code 17-1-29 as a general planning organization comprising the three Mississippi coastal counties and twelve cities, is the project coordinator. Community development issues include: 1) encroaching urban development in proximity to the military areas of influence, resulting in concerns related to structural height and density and incompatible land uses within the aircraft safety zones and surface areas for aircraft landing and take-off; 2) increasing traffic and congestion around the base; 3) noise associated with periodic testing of mission essential equipment; and 4) private use of air and water space within the aircraft flight paths. Deliverables for this 24-month project include a JLUS Final Report and Implementation Plan, an updated Height Hazard Map, a Stakeholder and Public Engagement Plan, and a JLUS Project Overview for public distribution.
