Fort Drum (Compatible Use)

Abstract

The Development Authority of the North Country is serving as the sponsor for the Fort Drum Joint Land Use Study (JLUS), in partnership with the Towns of Antwerp, Champion, LeRay, Philadelphia, and Wilna in Jefferson County, and the Town of Diane in Lewis County, New York, and other affected stakeholders. The JLUS represents a community-driven planning process among Fort Drum and the surrounding communities to: Promote compatible civilian development in support of military readiness and defense capabilities; protect public health, safety, welfare, quality of life; promote the economic viability of the communities; and foster continued communication among Fort Drum and the surrounding communities to address compatibility issues. The study area will comprise a 30-mile radius around Fort Drum. The JLUS planning process will benefit both the military installation and its supporting communities by identifying areas where future land use conflicts might occur, and where mitigation strategies, ordinances, and future planning can be employed to counter possible incompatible civilian development. Compatiblity challenges include siting of energy projects, airspace and land restrictions, noise concerns, light isssues, spectrum issues, urban growth, security, water, cultural resources, natural factors, and endangered species. The propsed 24-month JLUS project will include the following deliverables: create a joint land use study document, provide a liaison between Fort Drum Garrison and the communities surrounding Fort Drum as it relates to the development of renewable energy projects, create a new GIS Internet Mapping Application, and develop a website dedicated to promoting land use compatibility in communities surrounding Fort Drum.
