Abstract

The Newport Chemical Depot Reuse Authority (LRA) has been in operation for nearly seven years. During this time, the LRA has assumed responsibility as the planning and implementing body for the property. We have progressed from organizing and planning to the important implementation phase of the reuse program. The LRA completed the property transfer in a timely fashion. The FOST I was completed fourteen months after the Army retired the mission. The LRA is in need of continued grant funding due to the following: Delays in the United States Army Corps of Engineers (USACE) approval of the wetlands mitigation bank; Delays in the implementation of the plan and the mortgage release process; Delay in implementation resulting in the LRA’s inability to generate anticipated revenue; and Delay in funding the construction of utilities for two anchor tenants.
