Abstract

Cambria County?s economy has been heavily dependent on United States Department of Defense (DoD) funding since the mid-1980?s. DoD contracting was one of area?s top employers for years and with the economic downturn in the mid-2000?s our area has suffered a huge loss of employment. A study performed evaluating DoD contract loss from 2010-2012 showed that Cambria County experienced the second highest total defense contract cuts on a per capita basis nationally. The loss of these contracts had led to the downsizing and closure of DoD contractor companies throughout Cambria County. In FY 2015 Cambria County received funding from the DoD Office of Economic Adjustment (OEA) to complete a study that would provide the county possible solutions that would aid our local economy by promoting diversification away from DoD funding. This study was completed in October 2015 and identified a number of strategies that would help these DoD contractors diversify. The Cambria County, Pennsylvania DoD OEA Proposal Diversification Plan Implementation Project will allow the county to take the next step forward in preparing our local economy for the loss of DoD contracts. Through this project Cambria County will develop a formalized entrepreneurial program, connect DOD contractors with educational institutions, assist our DoD funded Metals Manufacturers, and help local DoD contractors to diversify but identifying alternative business opportunities for them to explore.
