Mississippi NSTA

Abstract

The State of Mississippi, which ranks last among all of the United States (U.S.) in many economic measurements and witnesses limited opportunities for economic growth, has relied, to a significant extent, on U.S. Department of Defense (USDOD) spending to support its economy; however, given the current and future USDOD fiscal environment, negative impacts are being felt by the state economy, as Mississippi companies face USDOD significant contract and revenue losses and the residents of Mississippi face job and income losses. USDOD, however, through the efforts of its National Security Technology Accelerator (NSTA), has identified a perceived gap in knowledge management and transfer processes related to defense intellectual property and innovations that reveal new economic diversification opportunities. The University of Southern Mississippi (USM) has recognized that the NSTA initiatives provide a unique opportunity to mitigate defense spending reductions and, through economic diversification, support enhanced economic capacity for this struggling economy. Under this project, USM will support national security technology acceleration and economic diversification efforts for defense contractor communities in Mississippi through sustainable and replicable activities that will be developed, piloted, and broadly shared with the defense community, including: ? Development of a comprehensive national-scale program that enhances state economic diversification and supports national security technology acceleration; ? Piloting of the program in Mississippi to these goals in a sustainable manner; and, ? Ensuring that the application of the program and its pilot implementation demonstrate the ability to stimulate cooperation by relying on existing efforts to deliver key components of the national-scale platform pilot implementations.
