Abstract

The South Sound Military & Communities Partnership?s (SSMCP?s) Elected Officials Council has accepted the 2015 Joint Base Lewis-McChord (JBLM) Joint Land Use Study (JLUS). A preliminary list of implementation strategies was developed and prioritized resulting in an actionable Implementation Plan. The Implementation Plan contains details such as the timing, order of magnitude costs, potential funding sources, lead and partner jurisdictions/ agencies/organizations, and supporting background information such as model ordinances. The remaining task requiring OEA grant funding is implementing the highest priority recommendations from the 22 JLUS strategies to resolve incompatibility issues. The Implementation Plan provides a set of tools for local jurisdictions and JBLM to consider. SSMCP has identified several implementation strategies that require funding. By fulfilling these priority strategies, the 2015 JBLM JLUS Implementation Plan allows the region to support the military mission while meeting community needs for economic development and a high quality of life. The timing of JLUS implementation is tied in part to the local comprehensive plan update schedule. The funds provided in this grant allow SSMCP to continue its collaborative partnership with JBLM to ensure land uses adjacent to the base are compatible with military operations. All of the entities participating in the JLUS retain the responsibility of selecting those compatibility tools that best reflect the specific issues, concerns, and needs of each stakeholder.
