Earle NWS

Abstract

The Joint Land Use Study (JLUS) is a community-driven, cooperative, strategic planning procedure between Naval Weapons Station (NWS) Earle; surrounding municipalities; and County of Monmouth intended to promote community development that is compatible with the base mission; reduce operational impacts on adjacent lands; and investigate climate adaptation options to reduce community-wide potential impacts of sea level rise, increase post-storm resiliency, and prevent the isolation of NWS Earle during significant storm events. The study will also consider potential impacts to security and safety along the Ammunition Transportation Corridor and along the waterfront/pier areas of the base. The study will include the review of County Office of Emergency Management Multi-Jurisdictional Natural Hazard Mitigation Plan and current evacuation plans and routes; Digital Elevation Models (DEMs); municipal Strategic Recovery Plans/resiliency plans; local and regional Capital Improvement Plans; NJDOT improvement plans; and/or other related data. The study will also evaluate the energy grid and energy resiliency issues that might impact the base and the Military Influence Area (MIA); and identify vulnerabilities and gaps and make recommendations for climate adaptation.
