Guam Logistical Support

Abstract

The Department of Defense proposed the establishment and expansion of various military missions on Guam in accordance with the United States Pacific Command initiative known as the ?Integrated Global Presence and Basing Strategy?, the United States and the Government of Japan ?Roadmap for Realignment Implementation?, and other defense transformation initiatives. The basing and realignment actions (increased military presence) would augment demands on the existing physical infrastructure, the social service systems, the natural and cultural resources, and the citizens of Guam. The ?United States Government ? Government of Japan Security Consultative Committee? Joint Statement, dated April 27, 2012, disclosed the mutually agreed upon decision to pursue and implement a new ?Pacific Distributive Lay Down? plan for realigning the United States Marine Corps USMC in the Pacific, which provided additional clarity on the direct and indirect impacts to the island of Guam and the residents of Guam. The effective integration of the military on Guam is imperative, not only to ensure operational effectiveness today, but also well into the future given Guam?s strategic location and the projected investment. The Department of Defense actions serve as the catalyst for change and serve as a lens for understanding the complex program challenges, especially in regards to ?sustainability,? a core aspect. The Office of Economic Adjustment program of assistance enables the Governor of Guam to sustain the Office of the Governor Buildup Office, with staff, operational support, and contractual services, from October 1, 2016 through September 30, 2017. The Buildup Office is the central clearinghouse for the Government of Guam and ensures the island?s equities are represented while ensuring the Government of Guam is responsive to the highly dynamic, challenging, and pivotal Department of Defense program.
