Abstract
The Oklahoma and Department of Defense: Impacts on the State s Economy and Workforce? (ISEW II) Oklahoma State University Institute of Technology (OSUIT) is a 24-month initiative that will assist small- and mid-sized Oklahoma DoD contractors (i.e., one to 500 employees) to proactively diversify their service and product portfolios and, if necessary, recover from any negative consequences resulting from DoD spending reductions (e.g., loss of revenue and/or jobs). More importantly, ISEW II will assist Oklahoma companies to develop diversification strategies that reduce overall business risks and lessen company dependency upon Department of Defense (DoD) contracts. This focus directly supports the mission of the OEA?s Defense Industry Adjustment Program goals by providing technical and financial assistance to develop local adjustment strategies, while engaging the private sector and economic development community. ISEW II has the following five key objectives: Objective 1: Identify small-to-medium (SMB) sized Oklahoma companies that could be adversely affected, or have been adversely impacted, by the loss of DoD contracts. Objective 2: ISEW II will select third-party Integrators (service providers) to provide diversification services for in-scope Oklahoma-based DoD contractors. An "Integrator" (service provider) is a company that provides professional services to those "in-scope" companies. Integrators (service providers) will be selected through a competitive RFP process once ISEW II funding is awarded. The exact number of Integrators (service providers) has not been determined. The intent is to provide in-scope companies with the ability to choose amongst more than one integrator (service provider) for select diversification service(s). "In-scope" simply conveys that the primary focus of the grant will be to support and provide professional services to Oklahoma-based companies with 1 to 500 employees who have a current DoD contract or had a dependency on DoD contracts equal to or greater than 5% of the company s total revenue, on average, for the last 5 years. Objective 3: Work collaboratively with the ISEW II Coalition. Objective 4: Provide diversification professional services to in-scope qualified Oklahoma companies. Objective 5: Sustain the ODCIS Web portal and update its supporting database.
