Abstract

FMA continues to struggle with issues not anticipated by the Reuse Plan when it was created in 2008 and not entirely within the Authority’s control including: Land Use Regulation, Transfer of the disputed property, National Park Service Expansion, PILOT Fee, Environmental Carve-outs, Munitions and Explosives of Concern, and Infrastructure.
