Abstract

Jo-Carroll Depot Local Development Authority Project and FY2016 Work Plan Abstract The Jo-Carroll Depot Local Redevelopment Authority (LRA), the local redevelopment authority for the former Savanna Army Depot in Illinois, is seeking a grant from the Office of Economic Adjustment to continue its redevelopment with the goal to support the successful redevelopment of Jo-Carroll Depot Park. An inter-governmental agreement between Carroll and Jo Daviess counties established the LRA in 1995. Since that time the LRA?s goal has been to create quality employment primarily by leasing and selling property to businesses and industries that create jobs and by supporting the business and marketing efforts of Park tenants. Due to environmental concerns, only 1080 of approximately 3000 acres have transferred to the LRA, making local redevelopment efforts challenging. This grant will enable the LRA to continue working with the Army to transfer the remaining 1,879 acres of economic development conveyance property at the Park. This grant will also enable the LRA and its consultants to move forward with redevelopment and job creation by determining the feasibility of barge access to the Mississippi River as well as updating various planning documents including its Reuse Plan and Business Plan.
