Offutt AFB
Abstract
The goals of this grant are to mitigate existing and prevent future incompatibility issues between base operations and the local communities and develop strategies to protect the economic health of the region. The Offut AFB Joint Land Use Study was completed in 2015. The Omaha-Council Bluffs Metropolitan Area Planning Agency (MAPA) with the assistance from the Joint Land Use Study (JLUS) Policy Committee, plans to carry out the JLUS recommendations for the area surrounding Offutt Air Force Base. MAPA will serve as the project sponsor and will oversee the completion of deliverables over the next 12 months. MAPA will complete the following work: 1) Increase awareness of the Offut AFB mission in surrounding jurisdictions. 2) Create educational brochures which identify critical land parcels, height limits, reduce bird attractants, resource management issues, frequency interference guide, drone usage guide. 3) Create a JLUS executive summary for each jurisdiction with an overview of the steps required to implement the recommendations 4) Update the comprehensive plan recommendations for each jurisdiction covering the areas of renewable energy, housing, noise and other compatible land use issues. 5)Create military compatibility overlay district zoning maps for the region. 6) Create information maps for each region that cover wind energy, noise compatibility, safety, controlled burns and critical parcels. 7) Create sample Memorandums of Understanding (MOU) between Offut AFB and the surrounding local jurisdictions to establish a process to ensure copies of certain development proposals, rezoning or other regulatory changes for land that may impact the base be shared. Each of the parties roles and responsibilities will be detailed in MOU document. 8)The MAPA website will be enhanced to include all grant deliverables.
