KSAAP

Abstract

The Great Plains Development Authority (Great Plains) has been tasked with redevelopment of the former Kansas Army Ammunition Plant (KSAAP) in Parsons, Kansas. KSAAP was decommissioned as part of the 2005 BRAC round, and all operations at the plant ceased in 2008. Since transfer of the property to Great Plains in 2012, various federal, state and local entities have worked closely together on the redevelopment project in order to offset the economic impact that closure of KSAAP had on not only Parsons, but the surrounding region as well. Great Plains is utilizing federal grant assistance for operations and maintenance during this redevelopment. Great Plains? number one goal has always been the economic growth of the region. Great Plains has seen success in recent months on this front, as new leases have been signed on existing buildings at the industrial park and prospect activity has increased. Great Plains looks for this trend to continue in the future. In addition, Great Plains will refocus on the implementation plan set forth in the new 10 year business plan. One major area of focus will be significant upgrades to the utility system owned and operated by the LRA. This grant period will run from October 1, 2016, through September 30, 2017, and will continue to provide the funding necessary to assist Great Plains with day-to-day operations, maintenance and contractual obligations.
