Abstract
The California Governor?s Office of Planning and Research (OPR) and Office of Business and Economic Development (GO- Biz) will work with a coalition of strategic partners to develop and manage a set of resiliency programs that will assist the State of California to assist communities, businesses, and workers adversely affected by Defense reductions, support local adjustment and diversification initiatives, and stimulate cooperation between statewide and local adjustment and diversification efforts. While GO-Biz will manage the program, OPR is the official applicant and will act as the fiscal agent. This plan, entitled the California Advanced Supply Chain Analysis and Diversification Effort (CASCADE) Project, supports a series of resilience programs in the areas of commercialization, diversification, supply chain outreach, and entrepreneurial skills development. Collectively, these activities will enhance visibility into the defense supply chain, increase innovation and commercialization capacity, and provide a variety of resilience resources for businesses and workers affected by potential changes in defense spending. One key method of enhancing overall supply chain resilience is focusing on opportunities to enhance cybersecurity resilience. The project develops and cultivates cyber defense postures. Without robust cyber-defense postures, DoD technologies and practices are exposed to hackers, and defense businesses struggle to succeed in the marketplace. Defense businesses cannot succeed in the marketplace without a robust cyber-defense posture and a high risk of DoD technologies and/or practices exposed to hackers. Cyber defense makes these companies more valuable to DoD, and more resilient in the marketplace. Through its leadership role on the CyberCalifornia coalition, GO-Biz will coordinate such cybersecurity activities as cybersecurity supply chain mapping, cybersecurity provider surveys, cyber physical security workshops, innovation vouchers, and cybersecurity labor market analysis The CASCADE Project also provides state and regional economic development partners with an opportunity to collaborate and align other defense supply chain resilience and sector-based economic development programs. The project also expects to provide a secondary benefit to DoD by ensuring the long-term viability of DoD?s Aerospace and Defense (A&D) supply-chain in the region.
