JB Langley-Eustis

Abstract

The Joint Base Langley-Eustis (JBLE) Joint Land Use Study (JLUS) will focus on promoting compatible community growth around the installations to preserve military capabilities and developing strategies to address sea level rise and resiliency for JBLE and the surrounding communities. The goals of this JLUS are to mitigate existing and prevent future incompatibility issues between base operations and the local communities, and to develop strategies to protect the environmental and economic health of the region. The City of Newport News is serving as the JLUS project sponsor in partnership with the City of Hampton. James City County, York County, the City of Poquoson, and JBLE are key stakeholders rounding out the representation on the Policy Committee. The Commonwealth of Virginia, Hampton Roads Planning District Commission, and Hampton Roads Transportation Planning Organization will join the military and local governments on the Technical Working Group(s) as key advisers. Primary community compatibility and military issues include: 1) encroaching urban development in proximity to the military areas of influence, resulting in concerns related to compromised military training; 2) increasing traffic and congestion in the region and around the installations, where insufficient roadway capacity and aging infrastructure are strained and affecting military operations and economic activity; 3) sea level rise and recurrent flooding that could adversely affect mission performance and the health, safety and welfare of surrounding communities; and 4) an increasing number of recreational and commercial boats on navigable waterways that could result in conflicts between creating and maintaining public access in the coastal zone and providing adequate range access for military training. Deliverables for this 18-month project include?but are not limited to ?a JLUS (Final Report) and Implementation Plan for Fort Eustis, an updated JLUS implementation strategy for Langley Air Force Base (AFB), an updated Hazard Map for JBLE, a Stakeholder and Public Engagement Plan, and a JLUS Project Overview for public distribution.
