JBSA (JLUS) Implementation Coordination

Abstract

The Alamo Area Council of Governments (AACOG) will work with their regional partners across a range of activity areas to carry out recommendations developed and identified in completed Joint Base San Antonio (JBSA) Joint Land Use Study efforts (Camp Bullis, Lackland AFB, Randolph AFB)?including the pursuit of legislative changes that may enhance the region?s ability to undertake and carryout land use and military compatibility planning issues. The AACOG will accomplish this by building a permanent regional body for the purpose of ensuring civilian-JBSA compatibility and carrying out JLUS recommendations. This involves bringing together regional stakeholders under a common objective / agenda and empowering a regional planning entity to serve as the regional coordinating entity. This will be accomplished by developing a mechanism to track both the region?s success carrying out recommendations and emerging or potential future mission incompatibility issues (focusing on the process and technology needed to track implementation and emerging compatibility issues). AACOG will facilitate outreach and assistance furthering effective regional communication and coordination among jurisdictions and JBSA providing technical assistance and mapping support for planning, integrating, monitoring, and administering a variety of GIS applications. This grant provides funding for 3 positions: 1) JLUS Project Manager; 2) JLUS GIS Coordinator; and 3) JLUS Specialist who will support and enable the following Specific products: ? A Regional Database for tracking all JLUS Recommendations across jurisdictional boundaries ? Outreach material [Regional Joint Land Use Implementation Strategy (RJIS) brochure, RJIS maps] ? A RJIS web-based media. ? A regional meeting of stakeholders. ? A RJIS PowerPoint brief.
