Camp Grayling/Alpena JTC (JLUS)
Abstract
The Northeast Michigan Council of Governments (NEMCOG) is serving as the sponsor for the combined Camp Grayling and Alpena Joint Training Center (JTC) Joint Land Use Study (JLUS) in partnership with Camp Grayling, Alpena JTC, the cities of Grayling and Alpena as well as the counties of Crawford, Oscoda, Roscommon, Kalkaska, Otsego, and Antrim. It will also includes stakeholder participation from the Michigan Department of Natural Resources (MDNR), the Northern Michigan Unmanned Aerial Systems Consortium (NMUASC), the National Oceanic and Atmospheric Administration (NOAA), Michigan Limestone, local wind energy developers, and others. The JLUS represents a community-driven planning process involving Camp Grayling, Alpena JTC, and the communities to: ? Increase the understanding of partner concerns. ? Collaboratively develop a strategic community land use plan. ? Promote community development that is compatible with the military training activities and minimizes effects of development on operations. The study area comprises of a 20 mile radius around Camp Grayling and a 15 mile radius around Alpena JTC as well as the associated aerial Visual Routes (VR) and Military Operation Areas (MOA). Compatibility concerns include wildfire management, expansion of the Thunder Bay National Marine Sanctuary, airspace and land restrictions (including noise, light, wind energy, cellular towers, and frequency spectrum), water resources, recreational use of lands, forestry, wildlife, urban development, infrastructure, and commercial unmanned aircraft systems. The proposed 24 month JLUS project will include the following deliverables: Final JLUS Report with implementation recommendations, an executive summary, and a public internet based mapping portal.
