Mechanicsburg NSA (JLUS)

Abstract

The JLUS is a community-driven, cooperative, strategic planning process with the Township and NSA leading the charge to: 1) Seek ways to reduce traffic congestion and transportation safety issues impacting the NSA military operations, the Township and the region overall; 2) Address stormwater issues impacting the roads servicing the Township and the NSA and to address NPDES and MS-4 initiatives and; 3) Promote community development/redevelopment that is compatible with the Township?s Ordinances and Comprehensive Plan along with the NSA?s long-term needs and operational missions. The JLUS planning process will include an Implementation Plan, to be reviewed and approved by the Hampden Township Board of Commissioners and NSA, to ensure the recommendations advanced in the JLUS are realized. Each listed action should assign responsibility for the task and include an estimate of cost to complete and available sources of funding or grants. These recommended actions should include smart land use planning principles and practices that can achieve a balance between potentially conflicting interests. The JLUS planning process will support improved communication and establish formal policies and procedures for military participation and cross-jurisdictional coordination in addressing traffic and stormwater concerns.
