Coconino County (JLUS)

Abstract

Coconino County, Arizona is proposing to conduct a Joint Land Use Study (JLUS) for Naval Observatory Flagstaff Station (NOFS) and Camp Navajo with support and cooperation from the City of Flagstaff, the community of Bellemont and Coconino County. The Department of Defense Office of Economic Adjustment (OEA) provides grants to state and local governments to conduct a JLUS to support the long-term sustainability and operability of the military installation complex. The purpose of this JLUS is to create a community-driven, cooperative, strategic planning process among NOFS, Camp Navajo, and the surrounding communities to: 1) promote community development that is compatible with the military training, testing, and operational missions; and 2) seek ways to reduce operational impacts on adjacent lands. The goal of the JLUS is to encourage local governments, together with the State, to work closely with the military installation to implement measures that prevent the introduction of incompatible civilian development that may impair the continued operational utility of the military installation, and to preserve and protect the public health, safety, and welfare of those living near an active military installation. Encroachment concerns that could result in additional restrictions on training requirements include 1) urban development; 2) increased noise complaints from residents as training mission increases; 3) airspace and light encroachment; 4) habitat loss and degradation; 5) increased civilian trespassing; 6) alternative energy siting, and 7) frequency spectrum encroachment concerns. Expected deliverables include a final JLUS report, JLUS implementation plan, public participation plan, and four-page project overview for public distribution. The JLUS process will benefit both the military installations and supporting communities by identifying areas where future land use conflicts might occur, and where mitigation strategies and future planning can be employed to counter possible encroachment.
