Abstract

Based on the FY2015 Defense Spending by State report, the value of defense contract awards performed decreased by $1.5 billion from FY14 to FY15. In the face of these ongoing defense cuts, Pennsylvania?s Department of Community & Economic Development is working to mitigate the negative impact on defense suppliers and workers within this large and important segment of its economy. Under this proposal, DCED will build upon the significant momentum generated to date and will expand program impacts moving forward by employing a multi-prong, layered approach to client engagement and assistance. Five (5) lead agencies will continue to serve as client case managers for Regional Direct Assistance in 44 counties. In addition, DCED will launch the Defense Business Expansion & Retention Program (BREP) as a strategic element to engage and assist suppliers primarily in the 23 counties not currently served regional activity. This model will best positioned Pennsylvania to proactively identify and respond to the most compelling needs statewide regardless of geographic locale, while significantly expanding the reach and impact of the overall program by seeding activity that has great promise to live on beyond the federal grant award period. This project organizes over 63 strategic partners across the Commonwealth to: engage 261 defense suppliers statewide (67 counties) and 40 defense workers in six counties; assist 149 of those suppliers and 20 of those workers; assess the health of 134 suppliers; and complete 39 plans or implementations to help advance defense supplier market diversification, business continuity, innovation, and growth.
