Abstract

The Hawaii Department of Education (HIDOE) is applying for grant funding from the DoD Public Schools on Military Installations (PSMI) program to remedy the facility condition and capacity deficiencies as identified by the Department of Defense (DoD) at Solomon Elementary School located on Schofield Barracks in Hawaii. Solomon Elementary School, which provides pre-school through fifth grade education to military dependents, is ranked 28 on the DoD priority list dated July 2011. HIDOE has considered multiple options to resolve the identified deficiencies and examined them based on State of Hawaii school construction standards, educational goals, facility condition, construction costs, and future maintenance and operating expenses. The design solution resolves the DoD identified concerns and other facility limitations by replacing the school through a two phased construction approach. The construction of new buildings resolves significant issues that cannot be addressed by modernizing the existing buildings, and reduces the time and cost that would be associated with multi-phased modernization. The school will continue to operate during construction. The project scope includes pre-construction (planning and design) and construction activities with a target completion in 2021.
