Abstract
This application proposes a focused program designed to strengthen and diversify DoD?s domestic supply chain by establishing productive working relationships between DoD small and medium manufacturers (SMMs) and the Manufacturing USA Institutes (Institutes). These relationships will elevate the technological knowledge and sophistication of DoD SMMs, improving their competitiveness and ability to innovate, and strengthen the connections between SMMs at various tiers in the supply chain. This program will address three challenges that impede the level of collaboration and technology development between SMMs and Institutes: 1) Access?dealing with the geographic dispersion of Institute resources; 2) Knowledge/Technology Diffusion?Creating ways for small to medium-sized manufacturers (SMMs) to learn about and utilize the technology expertise of Institutes; and 3) Accelerate the rate of technology diffusion and collaboration among Institutes. When implemented this work will strengthen the DoD supply chain by improving operational efficiency, technical acumen, resiliency, and cost control. The program will enable and encourage collaboration across Institutes, where individual Institute technologies are integrated at the commercial level through DoD SMMs. There are four broad objectives: 1. Design and establish an operational and service delivery model for Delaware Valley Industrial Resource Center - DoD Institute collaboration. 2. Introduce and integrate Institute education and workforce programs into the regional training and education system to improve access to talent. 3. Define and Develop a Regional Manufacturing Ecosystem for Advanced Manufacturing Technology?Physical and Virtual. 4. Define and develop the requirements of an Outreach and Awareness plan to support the first three objectives.
