City of Sierra Vista (DD)

Abstract

The City of Sierra Vista, Arizona, economy is overly reliant upon the expenditures of Army Post Fort Huachuca. Since the City?s inception, its economy has been dependent upon defense contracting, military enlisted and transitory training occurring at the Post. As defense spending changes, so too does the local economy. The OEA grant funding will build on existing local strengths and assets as part of a community defense industry diversification initiative. It will also help the community to better control its own economy by broadening commercial activities. This initiative includes two programs. The first, the Sierra Vista Technical Assistance Program, leverages expertise in emerging and technical sectors, helping to diversify Sierra Vista?s economy by helping current defense contractors to expand into commercial markets and it will improve the current commercial market sector businesses by encouraging them to expand locally. The second program, a Feasibility Study and Strategy will also be prepared in order to assist the community in increasing commercial aviation opportunities for the joint use, civilian-military Sierra Vista Municipal Airport (Libby Airfield). DoD will benefit from these diversification efforts by increasing the strength and resilience of businesses and industries in the region, and the overall strength of the local economy. By providing market diversification, this project increases economic resiliency for the region and maintains capability among firms and suppliers during future fluctuations in defense spending.
