Vance AFB (JLUS)
Abstract
The City of Enid is sponsoring a Joint Land Use Study (JLUS) to promote compatible community development in support of continued military operations at Vance Air Force Base. The JLUS represents a community-driven, cooperative, strategic planning process with Vance Air Force Base, including Kegelman Air Force Auxiliary Field, Woodring Regional Airport, related Military Operations Area and Military Training Routes, the surrounding local jurisdictions; and the State of Oklahoma. The JLUS will: 1. promote community development that is compatible with the military training, testing, and operational missions; and 2. seek ways to reduce operational impacts on adjacent lands. The goal of the JLUS is to encourage local governments, together with the State, to work closely with the military installation to implement measures that prevent the introduction of incompatible civilian development that may impair the continued operational utility of the military installation, and to preserve and protect the public health, safety, and welfare of those living near an active military installation. The JLUS planning process, including data collection and analysis, shall consider, but not be limited to, the following military mission compatible use factors, as applicable: Airspace and land restrictions Airborne noise Urban growth Endangered species and critical habitat Air Water Cultural resources Surface water compatibility Great Salt Plains Lake Enid water storage facility Energy compatibility and availability Security Natural factors Implementation strategies to be adopted may include: 1. local government policies to support the recommended development objectives and to define priorities; 2. creation of a program to schedule specific actions to be taken, including a description of public and/or private initiatives to be implemented in the future and a description of major capital improvements needed; and 3. modification of local and regional comprehensive plans. The estimated time to complete the JLUS is 12 to 15 months.
