Hampton Roads Region - Portsmouth and Chesapeake (JLUS)

Abstract

The Hampton Roads Region ? Portsmouth and Chesapeake JLUS will promote compatible community development around seven Navy facilities- NSA Hampton Roads - Portsmouth Annex, NS Norfolk - Navy Supply Center Craney Island Fuel Terminal, Norfolk Naval Shipyard (NNS), NNS - Public-Private Housing Areas, NNS - Scott Center Annex, NNS - South Gate Piers, and NNS - St. Julien s Creek Annex. The goal of this JLUS will be to develop measures within the military operations footprint that reduce and mitigate problems associated with transportation infrastructure, civilian and military waterway utilization, land use incompatibility, and recurrent flooding and storm surge. The study will also aim to identify and address vulnerabilities to community land use and development patterns amplified by recurrent flooding and storm surge that could adversely impact continued military operations. The HRPDC is serving as the JLUS project sponsor in partnership with the cities of Portsmouth and Chesapeake. Primary community/military mission compatibility factors include: 1) land use; 2) transportation; 3) existing infrastructure and planned extensions; 4) water quality/quantity; 5) communication/coordination; 6) marine environments; 7) legislative initiatives; 8) shared maritime corridors; 9) recurrent flooding related to tidal forces or rainfall; and 10) storm surge related to extreme weather events. This JLUS will result in a better understanding of how urban development patterns and land uses and their associated existing and proposed infrastructure improvements within the cities of Portsmouth and Chesapeake affect military operations and readiness for the participating Navy facilities. This will enable to the two cities, the Commonwealth of Virginia, and the HRPDC to work more closely with the military installations to implement measures that prevent the introduction of incompatible civilian development that may impair the continued operational utility of the military installation, and to preserve and protect the public health, safety, and welfare of those living near an active military installation. The proposed 24-month JLUS project will include the following deliverables: a Public Engagement Plan, including a Project Overview; GIS Data and Maps; Existing Conditions, Vulnerability and Compatibility Analyses; Draft and Final JLUS documents, including recommendations for structural and non-structural solutions to address identified issues; and a JLUS recommendation carry-out strategy. All printed documents and statements of actions for carry-out will be distributed throughout the Cities of Portsmouth and Chesapeake and placed on the Hampton Roads Planning District Commission website.
