Commonwealth of the Northern Mariana Islands Training Complex

Abstract

The Grant enables the Commonwealth of Northern Mariana Islands to complete a Tinian Harbor Modification Study in the most cost effective, efficient, and responsive manner. The Study will determine the most cost effective and feasible improvements, which will lend resiliency to the harbor, reduce risk of catastrophic breakwater failure, and reduce adverse impacts to the navigable access channel and harbor turning basin. The Grant enables the Commonwealth to plan and prepare for the growing demand for adequate and resilient harbor and port facilities, associated with the Air Force Divert Activities and Exercises Initiative and the proposed U.S. Marine Corps Forces Pacific CNMI Joint Military Training Complex Initiative. Both initiatives require access to adequate waterfront piers, harbor capacity, navigation features, and associated infrastructure to support efficient personnel, fuel, cargo, and equipment deliveries. The current navigational features of the Tinian Harbor are in fragile condition and desperately require stabilization, repair, and modification.
