Southern California AMP

Abstract

The State of California requests Department of Defense, Office of Economic Adjustment (OEA) assistance to carry out a program providing community planning and economic diversification assistance to the Southern California region ? comprised of the counties of Los Angeles, Orange, San Diego, and Ventura. The program described in this proposal will provide immediate and sustained assistance to Southern California workers and firms impacted by reduced defense procurement and contracting through the Advanced Manufacturing Partnership for Southern California (AMP SoCal) consortium. This program builds on planning efforts undertaken by AMP SoCal with previous OEA funding; specifically by implementing outreach and direct assistance to Southern California defense firms based on the planning efforts from Project I in the previous grant. AMP SoCal was formed to strengthen the industrial ecosystem for Southern California aerospace and defense manufacturers and their supply chain through the provision of tools, workforce, and capacity to master the future. As lead co-applicant for AMP SoCal, the University of Southern California Center for Economic Development (CED) ? an applied research center of the USC Sol Price School of Public Policy ? will manage the proposed community planning and economic diversification efforts. CED will work in coordination with the City of Long Beach, the City of San Diego, and the State of California OEA sponsored projects without duplicating any efforts. Outcomes from this grant are likely both to moderate the impacts of reduced defense spending on the most impacted of Southern California firms and improve the overall resiliency of the Southern California aerospace and defense sector--which poses an immediate benefit to the Department of Defense; specifically, the Department s efforts to procure, develop and manufacture products responding to emergent national defense needs and priorities.
