City of Long Beach (DIA)

Abstract

The City of Long Beach?s initial grant request from the Office of Economic Adjustment (OEA) supported planning and regional coordination efforts in response to the announced closure by the Boeing Corporation of the C-17 Globemaster production facility, located adjacent to the Long Beach International Airport. The primary output of that effort was the creation of the C-17 Master Plan, a comprehensive document providing recommendations for future land use planning and zoning, economic development, workforce development, and infrastructure development priorities (Phase I) for the City of Long Beach due to the job loss and facility closure. Phase II will complete the economic, workforce, and site-planning needed to fully transition the Long Beach economy, C-17 supply chain and site toward non-defense opportunities aligned with the region?s economic vision. Improved outcomes accruing to Long Beach s workforce, defense firm resiliency, and general economy due to approval of financial assistance for this effort will benefit the Department of Defense by preserving a vital component of Southern California s Aerospace & Defense cluster; namely, air frame and parts manufacturing that has existed in the Long Beach area since the 1940s.
