Minot AFB (JLUS)
Abstract
Minot Air Force Base provides two substantial elements of our national defense system. The 5th Bomb Wing maintains a fleet of 27 B-52H Stratofortress Bombers. The 91st Missile Wing maintains 150 Minuteman III missile launch facilities which are connected to 15 missile alert facilities. The bomb wing and missile wing of MAFB are components of the Air Force Global Strike Command which provides full-spectrum deterrence or responsive and precise conventional and nuclear combat capability, if necessary. The air base covers eight square miles of land located ten miles north of Minot. The missile complex covers 8,500 square miles of north-central North Dakota encompassing eight counties and one Indian Reservation. Military facilities, including launch facilities, require a buffer area to protect public safety and to protect the facilities. The MAFB JLUS identifies issues of concern and provides strategies for achieving and maintaining land use compatibility. Adjacent land use compatibility is necessary to maintain the security and readiness of military installations and to avoid risks to the public. Local governments play a huge role in achieving compatible land use and understand the economic significance of MAFB to the region. The JLUS Implementation Committee determined land use, planning and zoning, and public awareness as its top priorities from the JLUS strategies. The adoption and implementation of comprehensive plans, land use plans, and zoning tools are among the most proactive and cost effective tools for achieving compatible development. Equally important is the need for increased public awareness of military facilities and operations.
