Office of the Governor Logistical Support for Fiscal Year 2018

Abstract

The Department of Defense proposed the establishment and expansion of various military missions on Guam in accordance with the United States Pacific Command initiative known as the ?Integrated Global Presence and Basing Strategy?, the United States and the Government of Japan ?Roadmap for Realignment Implementation?, and other defense transformation initiatives. The basing and realignment actions (increased military presence) would augment demands on the existing physical infrastructure, the social service systems, the natural and cultural resources, and the citizens of Guam. The ?United States Government ? Government of Japan Security Consultative Committee? Joint Statement, dated April 27, 2012, disclosed the mutually agreed upon decision to pursue and implement a new ?Pacific Distributive Lay Down? plan for realigning the United States Marine Corps (USMC) in the Pacific, which provided additional clarity on the direct and indirect impacts to the island of Guam and the residents of Guam.
