Joint Region Marianas Guam (JLUS)

Abstract

The Grant will enable the Office of the Governor to support and be responsive to the Department of the Navy Joint Region Marianas Guam Joint Land Use Study nomination. The lack of existing robust strategic planning and the JRM s strategic national security value and critical operational effectiveness underscore the importance and value of this Grant. The JRM Guam JLUS Grant will support the Office of the Governor s initiative titled the " Joint Region Marianas Compatible Land Use Project ( JRM CLUP )," which is focused on ensuring the military mission can continue, without degrading the public health, safety, and welfare of surrounding communities, and ensuring economic development can prosper, without reducing the readiness of the nation s defense forces. The JRM CLUP is not intended to supersede existing procedures and / or policies governing the mandates of the military installations and the surrounding communities, but instead is focused on establishing a Compatible Planning Working Group ( CPWG ) and enhancing the CPWG s capacity and capabilities to carry out defined and mutually agreed upon encroachment mitigation recommendations that accommodate the needs of all stakeholders. All meeting minutes, after-action reports, brochures, written materials, maps, graphs, and other products will be consolidated into a " Government of Guam and Joint Region Marianas Community - Military Compatibility Handbook and Implementation Proceedings Report." The Handbook / Report will be available in both online / electronic format and as a PDF for printing and reference, by local agencies, military representatives, and other stakeholders
