Eielson AFB Realignment - FNSB Subarea Plan

Abstract

The primary goal of this project is to prepare a Salcha/Badger sub-area plan and land use map to guide the immediate and long term development of the area surrounding Eielson AFB. The sub-area plan will help the Fairbanks North Star Borough (FNSB) respond to the immediate growth and development in the vicinity of Eielson AFB as a result of the anticipated arrival of two F-35A squadrons and associated personnel and economic expansion in a currently sparsely developed area. Under a separate effort, the FSNB is preparing a Growth Management Plan for the anticipated growth. The sub-area plan will utilize the information and results in the Growth Management Plan, and the Growth Management Plan will inform the sub-area plan. The sub-area plan will not duplicate the efforts of the Growth Management Plan. A sub-area plan for the Salcha/Badger area provides the following benefits: ? Orderly and efficient development of infrastructure and transportation networks; ? Housing, schools and other amenities that meet the specific needs of the expected population; ? Reduced potential for incompatible land uses; ? Incorporated needs and desires of the existing population; ? Developable land maximized and natural systems preserved. The Air Force plans on basing two squadrons of F-35s at Eielson, with the first aircraft scheduled to begin arriving in 2020. The overall associated population increase is estimated at over 3,000 people.
