Youngstown ARS (JLUS)

Abstract

The Youngstown Air Reserve Station (YARS) Joint Land Use Study will focus on promoting compatible community growth around the installation to preserve military operational capabilities. The goal of the JLUS is to mitigate existing and prevent future incompatibility issues between base operations and the civilian communities. The Board of Trumbull County Commissioners, Ohio, in cooperation with Fowler and Vienna Townships, is serving as the JLUS project sponsor. The Grants Manager for the Board of Trumbull County Commissioners will serve as the primary point of contact. Community development issues include: 1) encroaching urban development in proximity to the military areas of influence, resulting in concerns related to structural height and density and incompatible land uses within the aircraft safety zones and surface areas for aircraft landing and take-off; 2) increasing traffic and congestion around the base; 3) noise associated with periodic testing of mission essential equipment; and 4) private use of air and water space within the aircraft flight paths. Deliverables for this 18-month project include a JLUS Final Report and Implementation Plan, an updated Height Hazard Map, a Stakeholder and Public Engagement Plan, and a JLUS Project Overview for public distribution.
